The Liberian House of Representatives (HOR) has taken a significant step toward reforming and modernizing the nation’s law enforcement, mandating its Committees on National Security and Judiciary to review a critical new bill: “An Act to Establish the Liberia National Police Trust Fund of 2025.” This review is expected to be completed within two weeks.
The proposed legislation, introduced by Representative James M. Kolleh of Bong County District No. 2, aims to create a dedicated Trust Fund designed to provide sustainable financial support for the Liberia National Police (LNP). Structured as a corporate body, this fund would possess the legal capacity to own assets, engage in legal proceedings, and manage contracts, ensuring its operational independence and long-term viability.
The envisioned functions of the Police Trust Fund are comprehensive, targeting various aspects of law enforcement enhancement. These include upgrading security infrastructure, improving the welfare of police officers, funding vital community policing initiatives, bolstering intelligence operations, and fostering technological innovation within the police force.
Representative Kolleh underscored the transformative potential of the bill, emphasizing that its enactment would lead to greater professionalism within the LNP. He highlighted that the fund would significantly improve the police’s emergency response capabilities and, crucially, strengthen public trust through transparent resource management and enhanced accountability mechanisms. The establishment of such a fund is seen as a pivotal move towards building a more effective, responsive, and publicly trusted police force in Liberia.
