During his Senate confirmation hearing on Tuesday, July 22, 2025, Liberia’s Associate Justice-designate, Cllr. Boakai N. Kanneh, made a notable recommendation for a complete redrafting of the country’s 1986 Constitution. Kanneh contended that the existing legal framework is no longer relevant and insufficient to address Liberia’s evolving governance requirements.

The 54-year-old legal expert, who currently serves as the Chairman of the Law Reform Commission, underscored the pressing need for extensive constitutional reform. He articulated his belief that a more contemporary, inclusive, and adaptive constitutional document would more effectively support Liberia’s democratic objectives. His assertive proposal attracted considerable interest and favorable reactions from senators, many of whom openly commended his qualifications, intellectual prowess, and progressive vision for the nation’s judicial system. Lawmakers specifically highlighted his insightful responses and profound understanding of legal principles.

Should he be confirmed by the Senate, Kanneh is slated to succeed Associate Justice Yamie Quiqui Gbeisay, who was recently confirmed to assume the role of Chief Justice of the Supreme Court. President Joseph Boakai’s decision to nominate Kanneh is widely interpreted as a strategic effort to inject the judiciary with leadership that is both progressive and committed to reform.
