Liberia, ECOWAS, World Bank Partner for Second Submarine Cable

Liberia is set to significantly enhance its digital infrastructure with the launch of a second submarine internet cable project, a collaborative initiative involving the Ministry of Posts and Telecommunications, the ECOWAS Commission, and the World Bank. The project aims to provide crucial redundancy and improve internet connectivity across Liberia and four other West African nations: Gambia, Guinea-Bissau, Guinea, and Sierra Leone.
These five countries currently rely primarily on the Africa Coast to Europe (ACE) submarine cable for international internet access. This singular reliance has led to vulnerabilities, as demonstrated by intermittent internet disruptions in Liberia in April 2025 due to damage at the ACE cable’s landing site in Monrovia.
As part of the new initiative, ECOWAS engaged TACTIS, a telecommunications and fiber optics consultancy, to conduct a comprehensive feasibility study. A TACTIS team completed consultations and site visits in Liberia, including the proposed landing site in Buchanan, Grand Bassa County, between July 14 and July 18, 2025.
The “Second Submarine Cable Project” is expected to bolster digital resilience, expand internet access, and foster a more robust digital economy throughout the participating nations. Officials emphasize that this development is a foundational step for Liberia’s socio-economic growth, aiming to enhance educational opportunities, innovation, and digital inclusion for its citizens.
