MONROVIA, LIBERIA – The Ministry of Education and the United Nations Children’s Fund (UNICEF) have formalized a new five-year partnership with the signing of the 2026–2030 Work Plan. The agreement was signed by Minister of Education Dr. Jarso Maley Jallah and UNICEF Country Representative Andy Brooks at the Ministry’s headquarters in Monrovia.
The Work Plan establishes a shared framework for collaboration aimed at strengthening Liberia’s education system and improving learning outcomes for all children. It prioritizes foundational learning, equity, and system-level delivery, with a focus on reaching vulnerable and marginalized learners.
Under the agreement, the Ministry and UNICEF will work to enhance access to quality education, strengthen teaching and learning processes, and support safe, inclusive school environments. Key components of the plan include capacity building, data-driven decision making, and coordinated implementation to ensure that interventions are effective and sustainable.
The partnership will also support ongoing national priorities such as foundational learning reforms, teacher development, and improvements in service delivery across the education sector.
Speaking at the signing, Dr. Jallah emphasized that the Work Plan reflects Liberia’s commitment to providing every child with the opportunity to learn and thrive. “Education is a fundamental right, and this partnership ensures that we continue to strengthen our schools, empower our teachers, and give all children—especially the most vulnerable—the tools to succeed,” he said.
Mr. Brooks noted that UNICEF’s support will complement government efforts, stating, “Through this collaboration, we aim to make lasting improvements in Liberia’s education system, ensuring that no child is left behind and that every learner has access to quality, inclusive education.”
The 2026–2030 Work Plan is expected to guide joint initiatives over the next five years, supporting Liberia’s broader development goals and ensuring sustainable improvements in the education sector.
