Liberian Delegation Meets with Guinean Counterparts Over Police Brutality Incident

A high-level Liberian delegation last week met with Guinean counterparts in Conakry to address a diplomatic row sparked by the alleged assault of a Guinean national by officers of the Liberia National Police (LNP). The incident, captured in a viral video and reportedly connected to a dispute over electricity theft, drew strong condemnation and prompted urgent diplomatic engagement.
The Liberian team—comprising Ambassador-at-Large Sheikh Al-Moustapha Kouyate and Liberia’s Ambassador to Guinea, H.E. Forkpa Gizzie—traveled to the Guinean capital on a mission sanctioned by President Joseph Nyuma Boakai. During a closed-door session with Guinea’s Minister of Foreign Affairs, Dr. Morissanda Kouyaté, the delegation delivered a formal message of regret from the Liberian government.
In the meeting, the Liberian officials emphasized that the incident was being treated seriously and described it as an isolated event that did not reflect official law enforcement policy. They conveyed President Boakai’s directive for a full and impartial investigation into the matter, pledging that the findings would be handled transparently and responsibly.
Guinea’s Foreign Minister welcomed the visit and Liberia’s swift response, but made it clear that the Guinean government expects full accountability. Dr. Kouyaté stressed the importance of maintaining the safety of Guinean nationals abroad and called on Liberia to make the results of its investigation public once concluded.
“We are encouraged by Liberia’s diplomatic overture, but we will continue to monitor the situation closely,” a Guinean Foreign Ministry official told reporters following the talks.
Ambassador Kouyate, speaking to journalists upon his return to Monrovia, reaffirmed Liberia’s respect for human rights and the rule of law. “We regret the incident deeply,” he said. “President Boakai has insisted on transparency. Our message was clear: this will not be swept under the rug.”
The Ministry of Justice has since confirmed that an internal inquiry into the conduct of the police officers involved is ongoing. No official charges or disciplinary actions have yet been announced.
Both governments reaffirmed their commitment to regional stability, mutual respect, and continued cooperation. Liberia and Guinea share longstanding diplomatic, cultural, and economic ties.
