VIENNA, Austria – Rwanda and the OPEC Fund for International Development formalized a significant $300 million Country Partnership Framework on Tuesday, June 17, 2025. The agreement, signed during the OPEC Development Forum 2025 in Vienna, is set to provide crucial financial support to Rwanda’s national development priorities from 2025 to 2028.

The partnership aims to bolster Rwanda’s economic growth by targeting sustainable development and infrastructure improvement across several key sectors. These include agriculture and food systems, with a particular focus on irrigation and post-harvest management, renewable energy, specifically solar power initiatives, and the transport sector, notably the aviation industry. The funding will also extend to basic services delivery, entrepreneurship development, and strengthening the private sector.

Yusuf Murangwa, Rwanda’s Minister of Finance and Economic Planning, participated in the forum, highlighting Rwanda’s necessity-driven approach to resources, environment, and sustainability. He emphasized the country’s integrated strategy, which unites water, energy, and agriculture sectors to maximize impact with strong support from development partners.

The OPEC Fund, an intergovernmental development finance institution of petroleum exporting countries, noted that this new framework reaffirms Rwanda’s position as a key development partner. Rwanda has already benefited from over $352 million in approved projects from the OPEC Fund across multiple sectors to date, underscoring a long-standing commitment to the nation’s development journey. This latest agreement marks a significant step forward in financing projects that promote equitable growth and sustainable development in the East African nation.
