Uganda Reopens Key Bunagana Border Despite M23 Rebel Control

Uganda has officially reopened its border crossing at Bunagana with the eastern Democratic Republic of Congo (DRC), a strategic move aimed at revitalizing cross-border trade despite the Congolese side of the crossing remaining under the control of the M23 rebel group since 2022.
The Bunagana crossing is a vital economic artery for communities in southwestern Uganda and eastern DRC, facilitating significant volumes of goods and serving as a crucial transit point for trade extending further into the East African Community, including Kenya. The border had been officially closed, severely disrupting livelihoods and formal trade, though informal commerce had reportedly persisted.
President Yoweri Museveni’s directive to reopen the border, relayed through the Chief of Defence Forces and enacted around July 10-11, reflects Uganda’s pressing economic imperatives. The move is expected to restore formal trade flows and alleviate the economic hardships faced by communities reliant on the cross-border movement of goods and people.
The decision also carries geopolitical undertones. While the M23 rebels continue to hold the Congolese side of Bunagana, Uganda’s move may be influenced by broader regional dynamics, including concerns about losing commercial opportunities if other neighboring countries maintain more open borders with M23-controlled territories.
The reopening highlights the complex challenges in Eastern DRC, where security and economic stability remain intertwined with the presence of various armed groups. Uganda’s decision balances its economic interests against the volatile security situation and the ongoing efforts to address the M23 insurgency.
