The diplomatic commendation accompanied the formal signing of a 250 million yen food assistance agreement under Japan’s Kennedy Round (KR) Food Aid Program. Executed on November 2, 2026, the bilateral deal is structured to supply rice directly to Liberian households while monetizing sales to generate internal revenues earmarked for national development initiatives.
Central to the structural overhaul spearheaded by Minister Nyanti is the decision to strip the Ministry of Foreign Affairs of its direct financial management role over the fund, officially reassigning administrative and operational oversight to the Ministry of Commerce and Industry. The realigning of portfolio responsibilities directly addresses historical governance vulnerabilities where foreign policy machinery managed commercial development revenue.
Minister Nyanti highlighted that these systemic adjustments reflect the Boakai administration's broader push to strengthen public institutions and support the ARREST Agenda's target of scaling domestic rice production to curb chronic import reliance.
